In opening remarks, Chairman Thomas expressed the profound sadness of the Board upon learning of the passing of Bill Hearring. He requested approval of a resolution documenting Bill's contribution to our efforts to be sent to Mrs. Hearring by the Chairman on behalf of the Board. The Resolution was unanimously adopted. A copy of the Resolution is attached for the record, together with a copy of a note received from Mrs. Hearring acknowledging her receipt of the document.
The minutes for the meeting of July 27, 2004, were approved.
President Clark presented an overview of the Economic Competitiveness Steering Committee meeting that was held on September 18th. He invited Committee Chairs to comment and answer questions relative to the initial deliberations of their committee. Points made during discussion include:
-A request for publishing a more complete list of the Steering Committee
-A suggestion that we review how other States handled similar issues, i.e., the Dillon Rule. (The Law Committee has that for action.)
-The requirement to establish a strategy for dealing with the Press. (The Communications Committee has that for action.)
-The continuing requirement to market our regional image and the need to get Hampton Roads on the map - literally.
- The need for a strategy to achieve legislative action after a broad based plan is developed.

Anna McNider briefed the Board on the progress of the Legislative Agenda Committee. A copy of her report is attached for the record.
Chairman Thomas asked the Board to consider what role, if any, the Future of Hampton Roads should play in the 2007 Jamestown Celebration. Should there be a regional effort?
Discussion followed but no concrete recommendation emerged. We will continue to examine opportunities where we might assist with this important event.
The next meeting will be held on the 23rd of November at the HRPDC office in Chesapeake.
